Enable Microsoft Keyboard Filter service

Mouse sensitivity settings
Some users have had success by ensuring that certain Windows services are running:
Open Services find it in the Start menu.
Find "Microsoft Keyboard Filter"
Double click on it and set "Startup type" to "Automatic".
Click Apply and OK.
Repeat for "Tablet PC Input Service"

Edit Windows registry
Warning: Editing the registry can be risky. Proceed with caution and back up your registry first.
Open the registry editor search for "regedit" in the Start menu
Follow the link:
HKEY_LOCAL_MACHINE\SOFTWARE\Synaptics\SynTP\Install
Double click "DeleteUserSettingsOnUpgrade"
Set the value to 0.
Click OK and restart your computer.

If all of the above fails, resetting Windows settings may solve persistent touchpad issues.
