The local legal act on regulations specifies the documents that the enterprise uses. Most often, no more than four such documents are used most actively, and they should be given special attention. These are the regulations for working with citizens' appeals, contacts of representative offices with central management bodies, etc.

The regulations do not reflect real processes

The development and control of the execution of the document should be carried out by persons who are themselves involved in the implementation of the relevant processes. This will ensure that when drawing up instructions, the operations that really matter are detailed, rather than making up instructions that are made just for show.

Otherwise, the regulations cannot be applied in practice, they will not be able to ensure an increase in the efficiency of the organization. The direct executor of these instructions will be much more willing to think about how to circumvent the requirements of the instructions than to comply with them, because it will only interfere with the achievement of the goals to which the document should be directed. There is no need to treat the drafting of regulations as an empty formality that has no benefit.

The code of rules does not adapt to changes

The regulations must ensure specificity, certainty of personnel functions, their control and responsibility, compliance with certain corporate standards. But it is impossible to foresee absolutely all possible situations. Some processes will always go beyond the regulations or not fully comply with them.

This does not mean that it is necessary to make changes to the document immediately and for any reason. For example, if a certain period is provided for some action, there is no need to stipulate that the corresponding action, taking into account the situation, can be performed at an earlier date. However, recurring events often occur that, for one reason or another, were not taken into account when drawing up the regulations.
